Speaking to CNBC-TV18 at the World Economic Forum in Davos, Sinha highlighted the positive momentum in renewable capacity addition, emphasising China’s role in driving this change.

Sinha acknowledged that in 2023, the silver lining was the addition of renewable capacity, which accounted for 50% of the global increase.

He also commended India for its efforts, citing the auction of nearly 40 gigawatts of capacity in the current financial year, with projections of an additional 30 to 40 gigawatts.

On the outlook, Sinha asserted that the majority of new power capacity additions globally would be in renewables due to their cost-effectiveness, environmental benefits, and the decreasing costs of battery storage, which facilitates better management of intermittency issues.

Despite the momentum, Sinha cautioned about the pace of global efforts towards renewable energy targets.

While acknowledging the G20 and COP 28 pledges to triple renewable energy by 2030, he emphasised the need for more concerted efforts to meet these ambitious goals.

Addressing the challenges ahead, Sinha highlighted two critical areas of focus.

Firstly, he stressed the importance of diversifying the supply chain, expressing concerns about an overreliance on China. He proposed exploring alternative centers, such as India or the United States, to develop capacities for solar and wind turbines.

Secondly, Sinha discussed the need for securing critical minerals independently, especially for countries like India, to reduce dependence on China.

He outlined the ongoing innovations in renewable energy tenders, where projects are sculpted to meet the specific profile requirements of consumers, making it easier to integrate renewable energy into existing grids.

Locals are grappling with health issues attributed to the unusually low temperatures, while farming, a significant livelihood in the region, is being adversely affected.

In many parts of Nilgiris, people were observed huddling around bonfires, attempting to stave off the bone-chilling cold. Official data reveals that temperatures have dropped significantly, with Kanthal and Thalaikuntha in Udhagamandalam recording a chilly 1 degree Celsius, Botanical Garden slightly higher at 2 degrees Celsius, and Sandynallah at 3 degrees Celsius.

Expressing concern over this ‘unseasonal’ cold spell, residents and environmental activists are pointing fingers at global warming and the El Niño effect.

V Sivadas of the Nilgiri Environment Social Trust (NEST) emphasised the need for a comprehensive study to understand the implications of this climatic shift on the Nilgiris.

“The onset of the cold is delayed, and such a climatic change is a big challenge to the Nilgiris, and a study should be conducted about this,” said Sivadas.

The adverse weather conditions are also impacting key industries in the region, such as tea plantations.

R Sukumaran, secretary of a local tea workers union, highlighted the challenges faced by the tea industry, citing heavy rains in December and the subsequent cold period as detrimental to the tea plants. There are growing fears that this could lead to reduced production in the upcoming months.

Vegetable farmers are also feeling the brunt of the unusual weather, with cabbages being particularly affected.

Despite wearing appropriate attire to keep warm, commuting on two-wheelers has become a health hazard, leading to difficulties in breathing, severe headaches, and fever.

Over 10% increase in southwest monsoon rainfall in 55% of Indian sub-districts: Study

A significant 55% of tehsils or sub-districts across the country have recorded an over 10% increase in the southwest monsoon rainfall in the last decade spanning from 2012 to 2022 due to climate change, according to a new study released on January 17.

Independent think-tank ‘The Council on Energy, Environment and Water (CEEW)’, which analysed 40-year rainfall data for more than 4,500 tehsils across India, also found that 11% of the sub-districts saw a reduction in the southwest monsoon rainfall in the last decade.

The tehsils that recorded deficient rain are located in the rain-fed Indo-Gangetic plains, northeast India and the upper Himalayan region. These areas are crucial for India’s agricultural output and contain fragile ecosystems particularly vulnerable to extreme climate events.

Of these tehsils, around 68% experienced rainfall reduction in all months from June to September, while 87% showed a decline during the initial monsoon months of June and July, which are crucial for the sowing of kharif crops.

Nearly a quarter of the tehsils studied in traditionally drier regions such as Rajasthan, Gujarat, central Maharashtra, and parts of Tamil Nadu saw a pronounced rainfall increase of over 30% during the June to September period.

The researchers said 48% tehsils in India saw a more than 10% increase in rainfall in October, which could be due to the delayed withdrawal of the southwest monsoon from the subcontinent.

The study titled “Decoding India’s Changing Monsoon Patterns” attributes the shift in rainfall patterns to the accelerating rate of climate change. It also found that the increased precipitation in these tehsils is the result of frequent short-duration, heavy rainfall events which often lead to flash floods.

For instance, 31 per cent of the tehsils experienced an increase of four or more days of heavy rainfall per year in the last decade (compared to the previous 30 years) during the southwest monsoon.

The monsoons are critical for India’s agricultural landscape, with 52% of the net cultivated area relying on it. It is also crucial for the replenishing of reservoirs critical for drinking water apart from power generation across the country.

Vishwas Chitale, senior programme lead at CEEW, said, “The monsoons impact the food we eat, the water we drink and also our energy transition. CEEW’s study not only maps monsoon variability — both southwest and northeast — over the past 40 years across India but also provides openly accessible tehsil-level rainfall information for decision-makers to assess risks at the local level.

“With increasing extreme weather events, hyper-local climate risk assessments and action plans are the way to go for India to keep leading in climate action and disaster risk reduction. This will help save lives, livelihoods and infrastructure,” he said.

The study also found that the increase in rainfall is not well distributed throughout the seasons and months.

Out of the total tehsils that saw a decrease in southwest monsoon, 87% of them, located in states such as Bihar, Uttarakhand, Assam, and Meghalaya, saw a decline in rainfall during the initial monsoon months of June and July, which are crucial for sowing kharif crops.

On the other hand, 48% of tehsils in India saw an increase in October rainfall by more than 10%, which could be due to the delayed withdrawal of the southwest monsoon from the subcontinent.

This has direct implications for the sowing of rabi crops during this time.

The study also shows changing patterns in the northeast monsoon — from October to December — which is particularly crucial for peninsular India.

The northeast monsoon rainfall has increased by more than 10% in the last decade in around 80% of tehsils in Tamil Nadu, 44% in Telangana, and 39% in Andhra Pradesh.

Odisha and West Bengal on the East Coast and Maharashtra and Goa on the West Coast have seen an increase in rainfall during this period.

Due to low visibility in the national capital, 18 trains were running late, while flights were also delayed at the IGI Airport. Besides Delhi, rail traffic was also affected in several cities in North and North-East India due to low visibility.

People in the national capital woke up to a foggy morning on Thursday as the minimum temperature settled at 6.6 degrees Celsius, one notch below the season’s average. The air quality continued to remain in the ‘very poor’ category.

Due to low visibility, 18 New Delhi-bound trains were running late. The Puri-Nizamuddin Purushottam Express was delayed by six hours, while three trains –Bhubaneswar-New Delhi Rajdhani Express, Ambedkarnagar-Katra and Muzaffarpur-Anandvihar — were running late by around 3-3.45 hours.


The India Meteorological Department (IMD) said that the IGI Airport experienced dense fog with visibility ranging from 50-100 metres between 12.30 am and 6.30 am. Later, it improved and currently, the visibility is 300 metres.


Several flight operations were delayed at the Delhi Airport due to low visibility. Many passengers were seen waiting for the movement of their scheduled flights.

“I have come from Bahrain. My flight was delayed by one hour,” a passenger told ANI.


In Delhi, the weather department has issued a yellow alert for moderate to dense fog at isolated places for the next two days.

Meanwhile, the maximum temperature in the city is expected to hover around 18 degrees Celsius on Thursday.

The overall Air Quality Index (AQI) in Delhi stood at 319 at 10 am, according to the Central Pollution Control Board (CPCB).

As per the CPCB data, the AQI stood at 363 in Anand Vihar, 296 in Ashok Vihar, 371 in Bawana, 296 at IGI Airport, 346 at ITO, 281 at Lodhi Road, 290 in Najafgarh, 377 in Narela, 315 in New Moti Bagh, 314 in Patparganj, 356 in Punjabi Bagh, 349 in RK Puram, 362 in Rohini, 338 in Sonia Vihar and 341 in Vivek Vihar.

An AQI between zero and 50 is considered good, 51 and 100 satisfactory, 101 and 200 moderate, 201 and 300 poor, 301 and 400 very poor, and 401 and 500 severe.

Besides Delhi, rail traffic was also affected in several cities in North and North-East India due to low visibility.

Satellite images showed some reduction in fog over Bihar and eastern Uttar Pradesh, but dense to very dense fog prevailed in parts of Punjab, Haryana, west Rajasthan, Bihar, Delhi, west Uttar Pradesh, Jharkhand, Odisha and Assam.


The visibility levels stood at 25 metres in cities like Patiala, Amritsar, Ambala, Hisar, Bikaner and Purnia and 50 metres in Churu, Ganganagar, Jhansi, Ranchi, Paradeep and Lakhimpur at 5:30 am.

ISRO unveils 2nd-gen distress alert transmitter for fishermen

Summary

Using this, advance alert messages can be sent to the fishermen at sea whenever there are events of bad weather, cyclone, tsunami or any other emergencies. Thus, the fishermen will be able to sail back home or go to safe places.

ISRO has developed a second-generation ‘Distress Alert Transmitter’ (DAT), incorporating advanced satellite communication and navigation capabilities that allow fishermen at sea to send emergency messages from fishing boats and get acknowledgement in real-time.

The DAT has been operational since 2010 and more than 20,000 of them are currently in use, the space agency said.

The messages are sent through a communication satellite and received at a central control station (INMCC: Indian Mission Control Centre) where the alert signals are decoded for the identity and location of the fishing boat, according to an ISRO statement.

The extracted information is forwarded to Maritime Rescue Co-ordination Centres (MRCCs) under the Indian Coast Guard (ICG).

“Using this information the MRCC undertakes Search and Rescue operations to save the fishermen in distress,” it said.

Taking advantage of technological developments in satellite communication and satellite navigation, ISRO has improvised DAT with advanced capabilities and features, evolving to Second Generation DAT (DAT-SG).

The DAT-SG has the facility to send back an acknowledgement to the fishermen who activate the distress alert from the sea.

“This gives him an assurance that rescue (team) is coming to him. Apart from transmitting distress signals from the sea, DAT-SG has the capability to receive messages from the control centre,” ISRO said.

Using this, advance alert messages can be sent to the fishermen at sea whenever there are events of bad weather, cyclone, tsunami or any other emergencies. Thus, the fishermen will be able to sail back home or go to safe places.

Further, the information about Potential Fishing Zones (PFZs) are also transmitted to fishermen using DAT-SG on regular intervals. This helps fishermen get good catch and savings in terms of time and fuel. DAT-SG can be connected to mobile phones using Bluetooth interface and the messages can be read in native language using an app on the mobile.

“The INMCC has a web-based network management system called ‘SAGARMITRA’ which maintains a database of registered DAT-SGs and helps MRCCs access the information about boat, and the coordinates of the boat in distress in real time. This helps the Indian Coast Guard undertake Search & Rescue operations at the time of distress, without any time delay,” it said.

Secretary in the Department of Space and ISRO Chairman S Somanath inaugurated the DAT-SG in the presence of ICG Director General Rakesh Pal on January 15 at INMCC, ISRO Telemetry, Tracking and Command Network, Bengaluru.

The services of DAT-SG have been declared operational on a 24×7 basis, it was stated.

Jatin Singh, Founder and CEO of Skymetweather.com has a positive outlook for the 2024 monsoon season in India. Skymet, a leading weather forecasting agency, is calling for a normal monsoon, citing limited impact from El Nino this year.

El Nino is a climatic phenomenon characterised by unusually warm ocean temperatures in the Equatorial Pacific, which can disrupt global weather patterns. In India, it often leads to weaker monsoons, adversely affecting agriculture by reducing rainfall essential for crops.

“There is a better chance of a normal and above normal and excess than below normal for sure. There is a very low chance of a below normal or drought this year,” he said.

Singh said the current indicators suggest a favorable scenario for the upcoming monsoon. “The Pacific is moving from an El Nino towards neutral and then towards La Nina. Plus, the Indian Ocean Dipole (IOD) is also supportive and positive,” he stated.

This neutral-to-positive shift is expected to bring about a normal monsoon season, a relief for many who depend on the rains for agriculture and water supply.

Singh discussed Skymet’s approach to forecasting, which combines long-range and short-range predictions, computing, and statistics, honed through years of experience. He acknowledged past challenges in accurately predicting month-to-month variations within the monsoon season but expressed confidence in this year’s forecast.

Skymet plans to release its mid-April update for a more detailed analysis. For now, the preliminary forecast brings good news to various sectors, particularly agriculture, which heavily relies on monsoon patterns.

People in the national capital woke up to another cold morning on Wednesday as the minimum temperature dropped to 3.5 degrees Celsius, four notches below normal. The air quality stood in the ‘very poor category’. Delhiites experienced a harsh cold for the seventh consecutive day. While moderate fog was observed in parts of Delhi, there was dense fog in isolated parts of the city at 5:30 am, the India Meteorological Department (IMD) said.

Flight movement to and from the Delhi Airport remained affected with around 120 flights, including international ones, delayed by several hours and as many as 53 flights cancelled due to fog and other operational issues, ANI reported.

Of the 120 flights affected, 21 were international departures, 23 were international arrivals, 33 were domestic departures, and 43 were domestic arrivals, as per the Delhi Airport Flight Information Display System (FIDS) data.


At least 53 flights were cancelled due to dense fog and other operational reasons, as per the FIDS data recorded at 8 am. These included 21 domestic arrivals, 16 domestic departures, 13 international departures, and three international arrivals.

Meanwhile, around 20 trains to and from Delhi were running behind the scheduled time on Wednesday.

As per the official data, two trains –Puri-Nizamuddin Purushottam Express and Hyderabad-New Delhi — were delayed by around 6-6.30 hours, while Azamgarh-Delhi Junction Kaifiyat Express and Ambedkarnagar-Katra were running behind schedule and are likely to arrive late by around five hours.


At Safdarjung observatory, Delhi’s main weather station, and Palam, the visibility recorded was 200 metres at 5:30 am.

“The distinction between low clouds and fog in satellite imagery is often a challenge,” an IMD official said.

Delhi’s overall Air Quality Index (AQI) stood in the “very poor” category with a reading of 373 recorded at 10 am. The AQI in Delhi was 371 at 4 pm on Tuesday.

An AQI between zero and 50 is considered “good”, 51 and 100 “satisfactory”, 101 and 200 “moderate”, 201 and 300 “poor”, 301 and 400 “very poor”, and 401 and 500 “severe”.

The thick layer of fog early morning over the Indo-Gangetic plains in north India thinned in some cities on Wednesday, PTI quoted officials as saying.

The satellite images released by the IMD showed some respite in fog over Bihar, eastern Uttar Pradesh, northern Madhya Pradesh and Delhi. However, dense fog continued to prevail over major areas of Punjab, Haryana, western Uttar Pradesh and Rajasthan.

Foggy morning leads to multi-vehicle pile-up in Greater Noida, four injured

Amid dense fog, a multi-vehicle accident occurred in the Dadri area of Greater Noida around 8.45 am on Tuesday.

The incident began when a canter truck collided with another truck while taking a left turn after crossing an underpass. This led to a pile-up involving 10 more vehicles.

Four people, identified as Kailash Prashant, Apoorv Parmar, Keshav Singh, and Mohan Swaroop, were injured in the incident. They were taken to the community health centre (CHC) in Dadri for treatment.

Prashant, Parmar, and Singh were discharged after receiving first aid, while Swaroop is still undergoing treatment at the CHC.

Delhi shivers at 3.5 degrees Celsius, over 100 flights delayed due to foggy weather

A thick layer of fog enveloped several parts of Delhi and its adjoining areas in the National Capital Region (NCR) on Tuesday morning, affecting rail, air and road traffic.

The national capital on Tuesday woke up to dense fog as the minimum temperature settled at 3.5 degrees Celsius, while the air quality stood in the ‘very poor category’. A thick layer of fog enveloped several parts of the city and its adjoining areas in the National Capital Region (NCR) affecting rail and road traffic.

According to Indian Railway officials, at least 30 Delhi-bound trains or those having a route through the national capital were running late due to foggy conditions.

The Palam Airport reported a visibility of 100 meters at 7 am, while it was 50 meters at the Safdarjung airport, the India Meteorological Department (IMD) stated.

 

Foggy weather also affected flight operations at Delhi Airport. According to flight tracker website flightradar24, over 100 flights have been affected or delayed due to adverse weather conditions. The situation has prompted authorities to implement Low Visibility Procedures at Delhi Airport.

“Low Visibility Procedures are in progress at Delhi Airport. All flight operations are presently normal. Passengers are requested to contact the airline concerned for updated flight information,” the Delhi airport said in a statement at 6:50 am, NDTV reported.

.The weather department stated that a thick layer of fog was seen from Punjab to North East India across Haryana, North Madhya Pradesh, Uttar Pradesh, Bihar, and West Bengal.

“Cold wave to severe cold wave conditions prevailed over most parts of Haryana-Chandigarh-Delhi, over many parts of Punjab, in isolated pockets of East Madhya Pradesh, northwest Rajasthan, West Uttar Pradesh,” IMD stated.

 

Dense to very dense fog conditions are likely to continue to prevail over North India during the next 5 days. Cold to severe cold conditions are likely to continue over the plains of North India during the next 2 days, northwest India for the next 5 days, and reduce thereafter, the IMD said.

On Monday, the season’s coldest morning was registered in Delhi with a low of 3.3 degrees Celsius, four notches below the average.

On Tuesday, the minimum temperature stood at 3.5 degrees Celsius, four notches below the normal, at 8:30 am.

The minimum temperature at the Palam observatory was recorded at 5.8 degrees Celsius in the morning.

Meanwhile, the overall air quality in the national capital was recorded at 354 at 10 am, according to the Central Pollution Control Board (CPCB).

As per the CPCB data, the AQI stood at 403 in Anand Vihar, 323 in Ashok Vihar, 343 in Bawana, 309 at IGI Airport, 413 at ITO, 406 in Jahangirpuri, 327 at Lodhi Road, 399 in Mundka, 310 in Najafgarh, 332 in Narela, 355 in New Moti Bagh, 386 in Patparganj, 395 in Punjabi Bagh, 402 in RK Puram, 383 in Rohini, 384 in Sonia Vihar and 397 in Vivek Vihar.
